User list desynchronization between HTML5 client and BBB #1394

Occasionally something happens that cause the HTML5 client and BBB server to 
have "flickering" users that rapidly appear and disappear from the user list. 
This creates high load, and the server becomes unstable.

but I'm not sure if this is the full fix. It needs testing still.

This bug applies to an older version of the HTML5 client.  We have a newer 
version in development that is built on 0.9.0-beta.
