Option to restrict file uploads to only show PDF #1396

While OpenOffice does a serviceable job in converting from MS formats to PDF, 
it still has problems with fonts.

The enhancement request is to add an option to bigbluebutton.properites (or 
config.xml) to only show *.pdf files in the File Upload dialog box when the 
presenter is adding a new file.

We've switched to LibreOffice and it's doing a much better job of converting 
office documents.  Marking this as WontFix.
