Chat Text Jumps Around

What steps will reproduce the problem?
1.  Start a new BBB session
2.  Fill the chat window so the welcome message is just off the screen
3.  Move mouse over the chat window.

At this point the chat messages jump about relieving the welcome message.  I 
have attached some before and after shots illustrating the issue.
