"Open Last App" switch to allow quick open of last App opened before current App #343

Add an "Open Last App" switch to swipe up actions and swipe down actions.

Open Last App behavior would be to open the last (previous) app that was opened 
prior to the current app.  For example if current app was a text editor (and 
you had copied some text) and the previous app was email, you could swipe to 
last app, and email would open (and you could paste in the text).
