Request parent info for child memberships #273

Could Congo be modified to ask for parent info when a TT, FT, or KIT membership is sold (if the account is not already linked to an adult)?

This has come up a couple times. I think the way it should be done is any of hte "kid" regtypes must have a parent associated with them - maybe set a Link that has a specific proprety ("Primary?"). When people register, they'll need to provide a 'Parent' link. This'll require a change to the regtypes ("Does this regtype require a parent?") and a change to how Linking works. Also some workflow changes.
