Collecting Postal Addresses #299

Congo should make the provision of postal addresses by attendees be required, not optional.

If we don't have a postal address and someone is registered on someone else's invoice, we could use the purchaser's address.

If they haven't provided it pre-con, it should ask for it at check-in.

(this came about because I was trying to find the postal address for

39096 : Gillespie, Scott ( Scott Gillespie )

(I eventually found his wife's address, who bought the memberships for A'13)
