"Register" button showing even when registered. #316

On the public interface, if you're already registered, the [REgister] button is still showing. It should not appear if you're registered and you have no links that need to be registered.

This has been fixed, but not based on the description in the ticket. The issue is the register button should stil be there because someone may be doing a single write-in (registering a friend) after htye've been registered already. So the change is to not allow someone to re-register if they're registered already, but disabling the picker button on the Selection screen after clicking Register.
