EC2 hosts are using guardian for mail relaying #344

TOmat configurations on EC2 appservers are using guardian for outbound mail. That needs to change to calypso or use amazon mail services. High priorit.

The latest code commit will allow CONGO to connect to any SMTP server. Josh has asked that we stay on guardian for now, but with these changes anyone can switch CONGO to different mailservers without requiring updates.

This has been shifted to Arisia's mail server,closing down.
