Cut-and-paste error in Section 3.7 example #23

The third example in Section 3.7 (Value Sets) is, in ShExC:

my:IssueShape {
    ex:label [@en @fr]
}

However, the ShExJ equivalent does not show language tags; it is identical to the ShExJ of the previous example.

I have to wrestle with some long-pending PRs from @gkellogg (sorry gregg). Will deal with substantial issues after all the respec minutia are settled.
