Bug: camera movement non responsive when already moved #587

I think this is how to reproduce it:

  1. Move camera (and activate plan mode)
  2. Teleport merky to other end of screen
  3. Try to move camera RESULT: Camera doesn't move unless you give it a big movement EXPECTED: Camera moves like you'd expect

It's ok to test first on the mouse and then test after with the touch inputs
