Add dsal-helper utility #143

This thing is a helper script automating cloning dev-install and setting local-overrides.yaml there, as well as preparing cloud for OpenShift installation and generating install-config.yaml accordingly.

@dulek are we still looking at merging this PR? I don't mind doing it if you're happy with it in its current state.

@EmilienM: Yeah, I'd still like to merge this, me and Roman are using these scripts to provision envs.
