This will allow to deploy in multimode when OVS is configured with DPDK.

Removing playbooks/templates/dev-install_net_config_dpdk.yaml.j2
Adding DPDK support to playbooks/templates/dev-install_net_config.yaml.j2
Adding the necessary params when the bridge is DPDK
