The TURN Server start-up process hangs indefinitely if it cannot bind a socket to an address #119

If invalid listener address(es) or port(s) are used in the configuration, or if 
the listener socket cannot be bound for any other reason (for example 
insufficient privileges for ports<1000) then the TURN server indefinitely tries 
to bind the socket to the address and never stops.
