Location enabled prompt #102

  1. Ask the user to allow location access for the browser
  2. if user declines, find location by IP address.

Now we are prompting user that location access is restricted and do the needfull. We are anyways choosing IP based location. Logic being, below average user, anyways doesnt know how to use his/her new smartphone. Younger people know everything :)
