WIP: Integrating pstools into Galaxy #7

This is a pull-request (PR) to integrate the pstools into Galaxy as a tool. The PR is working in progress. The PR includes the latest source too. This PR is just for reference.

I renamed the branch the wip/staging branch 0.2-staging branch to on my forked repository, because I wanted to keep the tag info for the alpha (v0.2aN) and beta (v02.0bN) branches on it. The source for alpha/beta version is used in the bioconda package recipe file, and needed to keep URL. To see the progress of the branch, you can check the URL: https://github.com/junaruga/pstools/tree/0.2-staging .
