status symbolic icons: inconsistent size #152

Status symbolic icons are 16px. Some have a 1px border which creates inconsistency.

  1. pulse-audio plugin (has border)
  2. power-manager-plugin (no border)
  3. bluetooth/blueman (has border)
  4. transmission (new icon I createad with no border)
  5. software updater (no border)
  6. nm-applet (has border)
  7. hexchat (from papirus set)

@ochosi the majority of symbolic icons seem to not have top and bottom margin. I could be wrong but I would like to fix symbolic icons full 16px with no border.
