Context

[x] ディレクトリ階層をworkflows/labeler.ymlから.github/workflows/labeler.ymlに変更

Note

ディレクトリ的に綺麗ではないがworkflows repoを用意するよりは管理が簡易で良い。そのため、まずはこの方針で進め、より綺麗な方法があれば優先度：低でリファクタリングする
