Is your feature request related to a problem? Please describe. When deploying new Apache configuration settings (httpd.conf & prefork.conf), the current deploy_artifacts puppet manifest conducts a apache graceful restart. This is insufficient for the settings to be 'absorbed'. A hard restart 'apachectl restart' is required.

Describe the solution you'd like Add an option to allow a hard restart.

This issue has been addressed by commit: 3772dc46b6d3ebf0e86097074a4558726330c66b
