Introduce a method for checking the healthiness of author-dispatcher components, e.g. author_dispatcher.is_healthy . This check is applicable for full-set architecture of aem-aws.
author-dispatcher healthiness check involves:
checking author-dispatcher ELB that there are N number of instances with status InService
where N is the desired capacity of the author-dispatcher autoscalinggroup
