New background for level 3
Particle system creating a snowing effect in level 3
Background textures added for level 4
Fixed the bug that cooldown indicator does not stick to the camera

Level 3 is not laggy on my laptop, but I can decrease the rate of the snowflake spawn if that's better

hmm the milestone submission form says we need to try to use instanced rendering to get advanced features marks so i'm going to try to switch it to that and see if that helps! will update, but if i can't make it work i think a slower rate would help
