Add requirements and specifications for the smart chatbot to the README.md file.

Smart Chatbot Requirements
- Add a new section "Smart Chatbot Requirements" under the "Description" section.
- Include user stories for the smart chatbot.
- List features for the smart chatbot.
- Provide integration details with Azure Open AI services.
