In theory sure, in practice the Pico's PIO makes everything 10x easier, and making that work on other microcontrollers is left as an exercise for the reader

the esp32 is faster and maybe could use the wifi. But my reason is because i dont have a pico. But I understand, remake the work for esp32 take time and effort. Well I will keep my fingers crossed.
