Reorganize and update docs for v0.10.0 #83

Sync the API documentation from the Build v0.10.0 release. This has been long overdue, as a number of new features have been added to the API.
Create a separate section for the Build API and configuration reference materials.
Add a "Getting Started" section to the docs.
Add an "Installation" article, which merges the Operator and Builds installation instructions.
