I expected that the plugin was exported as enabled that it will be enabled when I re-import.
Is the current behavior by design?

Adding the following options would help a ton:
import option - restore enabled state (this is additive to whatever someone has enabled already, in case they have plugins they want on globally or they personally want on for a shared project)
export option - export only enabled - if you're, say, getting a team started, you might have tons of different plugins installed but disabled because they are applicable to other projects that your team members are not a part of
