Separate Rule Files for Granular Customization #293

Hello,

I really don't like the idea of having to comb through the entire download.rules file to nitpick at rules I don't want (need) running in my environment. I noticed the separate rule download/storage feature was deprecated back in version 0.4.0 but I can save a lot of time with going through rules in this method. Is there a way I can do this or am I missing something for easy rule management other than "all on"?
