Is there any XML generator that generates the layouts?

Not at the moment, and it's probably out of scope for the immediate set of 
tools. Thanks for the request though!

The new Visual Layout Editor in ADT 8 (see http://tools.android.com for more) 
can do layout generation. I think mockups with Pencil and implementation with 
this tool can be a pretty good tandem for designers and developers.
