Created PlayOptions and fix the commits history

Description

I created Playoptions component using button, heading and input components from src/library. I used tailwind css to style play-options and heading , and module css to style input component. and also made the structure of page responsive by breakpoints

How to Test

Run "npm run dev" , under cd frontend
Navigate to /play

@sksmagr23 Please take some time to learn about the basics of git and github, and then read the contribution docs. That will help you make better contributions. There are too many things wrong with this PR, mainly the commit history. There is not much improvement over the two PRs.

Sure,

there are merge conflicts
there's still a "merge commit"
some checks are running - ideally all the frontend tests should pass.

Once you fix these, please request shivansh or varun for a review on the design.
