Hi @kuro68k, thanks for reporting this. Can you try setting your OS scroll wheel step back to normal (1 line I guess) once and check the zoom step?
Meanwhile I will take it up with the viewer library developers about adding this to the viewer options. Currently there is no option to set the zoom step, I checked.
Looks like this is a known issue: mozilla/pdf.js#16325. It has been open for more than one year; the viewer developers are not super enthusiastic about fixing Chrome-specific issues because their main target is Firefox, so we will have to wait.. 😕

The default setting on Windows is 3 lines. I tried it, the zoom is still way too fast, but it did improve it slightly.
As I said this is not related to your setting, it is a bug in PDF.js. I'm sorry it's causing you trouble. I don't know the internal workings of PDF.js enough to fix this myself. Let's hope they take it up and fix it soon.
If you need to zoom only the text, I have added a handy feature called Smart Zoom. Just hover the pointer over a block of text and press the Z
key. You might find it useful.

When zooming with the mouse wheel, the steps are rather large. On my browser it goes from 120% to 250% in a single step of the wheel. I have my OS set to 6 lines per scroll wheel step, which may influence it.
Ideally there would be a preference to adjust the amount that each step of the mouse wheel adjusts the zoom level, because 120% to 250% is too much.
