Update env nx ng 14

This is an upgrade to angular v14 (from v12) It includes a refactor of the build system to nx 14 (from nx 12)

This is a huge change since it include multiple monorepo management system changes (nx 14) as well as internal angular changes in it's own build process.

Since we are using fancy code to generate the documentation it will require updating the code so the dev server documentation app works.

To that we need to add:

• TS language breaking changes
• CDK breaking changes
• Angular breaking changes (should not have any but might)
• Build uitils changes (nx-build-plux, angular package format changes, etc...)

To complete, the following must be met:

• [x] Upgrade: nx@13 -> nx@13.10.6 -> nx@latest (14+) & angular v14
• [x] Dev server build works
• [x] Units tests
• [x] E2E tests works (only 1 fail, checking...)
• [x] Library ViewEngine publish build works not applicable
• [x] Library Ivy publish build works
• [x] Documentation production build works (SSR) + Publish to GH Pages
• [x] StackBlitz example works
• [x] nGrid starter project works in Ivy production compilation (+ publish to GH Pages of starter repo)

Post 5.0.0 release

• [ ] Consider what to do with ng-bootstrap as it now forked to BS 4 version (v11) and BS5 + popover (v13)
• [ ] Try to support RxJS 6.x.x & 7.x.x without forking, transparently

This will be released as version 5
