Adds Wayland clipboard support via the wl-clipboard package

I did not add a test for this as I couldn't think of a good way to do so without running the test on a Wayland host.

I did this work Wayland support within a Fedora Desktop 39 VM and then tested Xclip/Xsel on Linux Mint 21.
