Normally, I'd give this ticket a bit more time before jumping on the release, but the issue with Pillow 10 has already been reported multiple times (despite already being fixed), and I've already had some delays due to the recent issues with the build package scripts, so I don't think it's a good idea to hold this back more than necessary.

I'd like to proceed with a 2.21 release tomorrow.
