Neo should be the default cardset for PySol on install #334

Pysol is a wonderful open source project but the default cardset is 90s-esque. Neo would make it modern as can be, the same goes for all HD alternative deck counterparts.

Neo is the default cardset for new installs of version 2.15.0 and later, as are the other hi-res cardsets.
