Since it is only used to build XS code statically, Alien::libxml2 is not needed as a runtime requirement as shown in https://metacpan.org/pod/Alien::Build::Manual::AlienUser#ExtUtils::MakeMaker. Additionally, the configure requirements for Makefile.PL do not need to be specified separately as build requirements, and EUMM adds itself as a build requirement already.
