The v'sein tal u'mattar reminder is delayed until December 5th on the year
preceding a leap year.

What steps will reproduce the problem?
1. Open any tefilla on December 4th, 2007.
2. Observe the reminder for v'sein tal u'mattar.

What is the expected output? What do you see instead?
It is expected to be reminded only on December 5th of that year.
