move from gcrov coverage repors to tarpaulin (see #130) #131

the same setup is used over in the shnewto/ttaw repo: https://github.com/shnewto/ttaw/actions/runs/4564963822/jobs/8055426324

notable results though, moving from the tarpaulin GH action to the tarpaulin container + cli over in ttaw caused a -1.5% drop in coverage on that code...

addresses #130

~seeing "unknown commit" and "unknown committer" in the coveralls dash, going to look a bit closer and update here if i can figure it~
