bump actions/checkout major version #98

noticed some out of date info in the actions/checkout v1 and would like to see if its updated in v3

Coverage remained the same at 92.238% when pulling ba497eec49436707ac8d1df7bc365710a15d778e on update-actions-checkout-version into 8215f061433957712c5217917ab0aa3153d463f0 on main.

I'm going to leave this open for a bit, it's interesting that the PR is blocked waiting for actions that don't exist on main or in this branch 🤔

closing because I don't have a good reason to bump the version of the checkout action, all the docs for the other actions we're using use v1 so I'll let it alone for now
