Use nox for testing / linting etc #12

We should use nox to run all the linting etc.

This will make CI simpler as it can also call nox.

[x] Install nox
[x] add nox to pre-commit-hook
[ ] configure tools currently in poetry to use nox
[ ] add travis ci to call nox
[ ] update documents.
