Windows merge needs a little cleanup

In the Great Windows Merge #185, some code resurfaced that was previously deleted. This issue is a reminder to clean up and re-test the build.

• VLC conditional code in Rakefile, Rakefile_for_windows, make/mingw/env.rb, make/rakefile_common.rb
• req/bloopsaphone

To confirm: VLC code and bloops should not be present in the current version, correct?

Also, Rakefile_for_windows really ought to be merged into the regular Rakefile (or at least we should remove the duplicated code)

Yes, VLC and bloops are gone.
