Adding nav bar to the db

To be merged after #43

This will add a new model for the nav bar and initialize it in the database with the settings currently needed for running the site. This can be edited the same way the articles are edited to update the nav bar as we add new things

./manage syncdb ./manage init_nav_bar

I should also note that after merging this we need to add GSoC 2014 to nav bar which will be a good time to test editing it live.
