Frustrated with building shogun on RHEL9 #5185

I'm having all sorts of issues building shogun on RHEL9. Is shogun supported on RHEL9?

Also is there a place where you document the version of supported dependencies? I installed the latest version of eigen3 just to find out it was not compatible with shogun. The gpl stuff is also confusing for anyone building your code for the first time.
