Importing CSV file with multibyte characters into table was failed. #63

What steps will reproduce the problem?
1.Add a new table.
2.Import table data with multibyte character attached.
3.No multibyte character appears.

What is the expected output? What do you see instead?
I do not see any multibyte character.
I see empty columns for the multibyte character text colums.

What version of the product are you using? On what operating system?
Concerto version 3.9.14 & 4 beta8.
CentOS 6.5

Please provide any additional information below.
