Add tests for :sort-by preconditions. #118

I was having trouble with these while working with the MCTS version of SHOP3, so I added some checks to make sure that this was working as expected (it seems to be).

This has passed GitHub CI/CD. Testing it on Allegro CL at SIFT and then will merge.

This passes on CCL and SBCL. On Allegro there are problems, but those are stack overflow problems, so I am going to go ahead and merge this.
