`@import url("~scss/mixins");` prepended to all.css #151

Hi there,

After installing 6.3.5.1 via git, the compiled all.css contains

@import url("~scss/mixins");

at the top?

Sorry, turns out I hadn't switched to the tag properly. Fresh install appears to work fine now.
