please update docker file #186

Please describe the feature you would like to see implemented.

when i use ./psh.phar docker:start,i get some error, and i find dev-ops/docker/containers/app/Dockerfile need install google chrome and docker-ce,but the curl -sL https://dl-ssl.google.com/linux/linux_signing_key.pub | apt-key add - and curl -fsSL https://download.docker.com/linux/debian/gpg | apt-key add - can not run.i am not sure because my newwork(i`m in China) or not

The built image is also pushed to docker hub. Maybe pull it from their first?
