adding soap module for php (5.6, 7.0, 7.1)

The SOAP extension is not required by shopware (see: https://developers.shopware.com/sysadmins-guide/system-requirements/#required-php-extensions).

To keep this box as lean as possible and also to have a uptodate list of required extensions for ubuntu systems I would like to keep this new addition out.
