waiting for selection of keyboard layout by package keyboard-configuration is blocking provisioning

Hey nicoanders,

thank you for your pull request! I never encountered the keyboard layout selection, thus never thought about a possible problem with the inline box-upgrade. Adding the DEBIAN_FRONTEND=noninteractive envvar should help.
