[Contract][TGE] Figure out deploy pattern and implement a truffle script #15

  1. Figure out deploy pattern at the contract level for token generation
  2. Create a script (ideally for local,staging,prod) so that any dev can deploy without knowing the hierarchy patterns. for token generation
  3. Identify all data that needs to be updated in backend (append the instructions in Splyt_Protocol.readme) (might not be needed)
