Fixed pip install problem caused by tests/Noël.jpg #191

Thank you for develop and maintaining api.

This PR is similar to c4b4d2f22e6a27facf0e68f989db1fdd87cd28b4. (tests/ご.shift-jis)

Multi-byte file name causing problems in tests.test_api. Removed tests/Noël.jpg and generated it dynamically.

I passed only test_api.TestShotgunApi.test_upload_download localy.

AppVeyor and Travis-CI are failed, It maybe have bad config....
