SG-32061 Python3.7+ syntax #303

Hi there,

As asked https://github.com/shotgunsoftware/python-api/pull/297#issuecomment-1699098924 the https://github.com/shotgunsoftware/python-api/pull/297 is now split in half.

This part upgrade the syntax for py37+, mostly string formatting.
