This PR:

Updates j4rs, I need features in the newer version for my cassandra driver work.
Updates dashmap, I noticed the new version had some performance improvements so I'm updating it now.
Ran cargo update as part of general maintenance.

I left other trivial updates in https://github.com/shotover/shotover-proxy/issues/1648 since they are not needed now and can be kept around as a good first issue for rony.
